Sustainable Communities Action Plan

The Sustainable Communities Action Plan (SCAP) is a state-wide, multi-ethnic, collaborative partnership based upon the Community-Minded Enterprises model.  SCAP Provides technical assistance and capacity building services through a comprehensive strategy of community economic development, resource development, community engagement, and policy development and influence.

Community-Minded Enterprises has identified two distressed minority communities within the state of Washington: Skyway, in Western Washington, and the Tri-Cities metropolitan area in the southeastern part of the state. 

The actual scope of services and specific strategies provided will be determined by the community in consultation with Community-Minded Enterprises and a team of collaborating partners.  The partners are Tabor 100, A. Phillip Randolph Institute, and the Urban League of Metropolitan Seattle.  Each partner brings specific expertise, resources, and services to the project through which planning efforts are able to achieve optimal success and maximum impact. 

The SCAP project is uniquely defined by the Community-Minded Enterprises model key principles and core values as follows:

  • Multi-ethnic approach of all community development efforts
  • Collaborative and inclusive efforts facilitated at all levels of planning, strategy development, and implementation
  • Local community engagement and broad based partnerships established

Primary outcomes of the project include the following:

  • Community priorities identified
  • Collaborative policy development and influence
  • Minority (multi-ethnic) business development
  • Green jobs development
  • Nonprofit services collaboration/integration
  • Youth development and participation
  • Long term community capacity building resources and structures in place to sustain and operate community development efforts
